Two scales of analysis
A dollar discussion can concern the US economy or the international use of dollars. Those scales overlap but are not identical. The Federal Reserve’s research describes the dollar’s role in international reserves, transactions and banking. A domestic-data explanation should therefore be distinguished from an account of funding demand or cross-border balance sheets.
Read the pair before the story
In EUR/USD, the dollar is the quote currency. In USD/JPY, it is the base currency. An upward move has a different meaning for the dollar in those two notations. Write the units out before interpreting the direction: dollars per euro in the first case, yen per dollar in the second.
Build the policy view in layers
Separate inflation and employment evidence, the Fed’s interpretation, and what markets were expecting before a release. A strong statistic is not automatically new information, and a changed policy expectation does not explain every dollar move. Choose the comparison currency and the horizon before bringing these pieces together.
An index and a pair answer different questions
Suppose USD strengthens against one currency and weakens against another. Both observations can be true. A basket index combines bilateral movements using its own weights; it is not a substitute for the rate relevant to a particular payment or comparison. Ask which currencies and weights sit behind a claim that “the dollar rose”.
