An area-wide objective
The ECB’s price-stability objective is a symmetric 2% inflation target over the medium term, measured using HICP. The 2025 strategy assessment reaffirmed that target. The relevant aggregate is the euro area: an inflation reading from a single member country is informative, but is not the same as the area-wide measure.
A common policy, uneven transmission
The same policy decision can reach households and businesses differently because financing structures and economic conditions vary. When reading an ECB story, separate the common decision from evidence about its transmission. A national growth surprise and an area-wide change in inflation pressure should not be treated as identical signals.
Read the package
Begin with the policy decision and its rationale. Then use the press-conference explanation, published accounts and staff projections to examine assumptions and uncertainty. Forecasts are conditional assessments, not a guarantee that inflation or growth will follow an exact line. Look for what changed in both the central outlook and the balance of risks.
Put the euro in a relative frame
A view about euro-area policy becomes a currency question only after choosing the other side of the pair. EUR/USD compares the euro with the dollar; EUR/GBP introduces a different policy and data backdrop. The fact that an ECB decision is important does not make it the only information relevant to either pair.
A national number and a regional question
Suppose one country reports a sharp fall in inflation while services-price growth elsewhere remains persistent. The useful next step is to inspect the area-wide composition and weights. It would be premature to read the national headline as a complete description of euro-area inflation.
